Author's Personal Copy Can Smart Grid Technology Fix the Disconnect between Wholesale and Retail Pricing?

In most cases authors are permitted to post their version of the article (e.g. in Word or Tex form) to their personal website or institutional repository. Authors requiring further information regarding Elsevier's archiving and manuscript policies are encouraged to visit: practice on the representation of energy industry participants in matters relating to regulation by state public utility commissions, federal agencies, and transactions involving energy assets. While the past 20 years have seen the rapid development of wholesale electricity markets, sophisticated wholesale pricing has largely failed to be replicated in state retail markets. The emergence of Smart Grid technology, including metering and use of the Internet, has the very real potential to reduce, if not entirely remove, the disconnect between wholesale and retail markets, and enhance overall economic and energy efficiency.
